中国水科院主编的国家标准《水文化遗产资源分类与代码》发布实施

来源：央视网水文化遗产是人类认识水、开发水、利用水、治理水、保护水、鉴赏水的过程中所遗留下的具有历史、科技、文化和社会价值的文化遗存或文化表现形式。系统保护、永续传承水文化遗产是当代人的历史责任。2024年，水利部、财政部、自然资源部、交通运输部、农业农村部、国家林草局联合启动的幸福河湖建设工作，将水文化遗产保护传承利用作为检验幸福河建设成效的主要考核指标。2025年6月17日印发实施《中共中央办公厅 国务院办公厅关于全面推进江河保护治理的意见》更是明确指出要“保护水文化遗产”。分类保护是当前文化遗产保护的重要工作手段。全国资产管理标准化技术委员会（SAC/TC 583）组织中国水利水电科学研究院牵头，联合中国标准化研究院、水利部黄河水利委员会、广东省水利水电科学研究院等10余家单位共同编制完成了国家标准《水文化遗产资源分类与代码》（GB/T 46404—2025）。 图1 《水文化遗产资源分类与代码》（GB/T 46404—2025）标准封面 本标准结合水利、文物、农业、工信、非遗、档案等部门的行业遗产分类规则，采用线分类法将水文化遗产资源分为不可移动水文化遗产资源、可移动水文化遗产资源和非物质水文化遗产资源3个大类，16个种类和40余个小类，并提出相应的分类代码表，为水文化遗产资源分类管理提供了简便易行的技术依据。该标准的发布实施，将进一步规范遗产资源信息采集，存储、交流与共享，有助于优化资源配置，实施针对性的保护措施，提高水文化遗产保护的科学性和有效性；有助于梳理我国水文化的历史文化脉络，揭示水文化的传承与演变规律，推动水文化遗产学科研究工作；有助于引导社会保护和传承各个历史时期、各个民族的优秀水文化遗产资源，实现水文化遗产资源规范有序发展。目前，《水文化遗产资源分类与代码》（GB/T 46404—2025）已在黄河水利遗产、长江水利遗产和天津水务遗产遴选等工作中得到应用，并支撑了第四次全国文物普查数据的分析整理工作，社会经济效益显著。
